License change

To clarify, we are suggesting this wiki's license to be changed from CC BY-SA 4.0 to CC BY-SA 3.0 because that's the license the old FANDOM wiki uses, and since content under CC BY-SA 4.0 can't be added to CC BY-SA 3.0 content without changing the license to 4.0, this might lead to issues if we ever decide to merge back into the old wiki. Since CC BY-SA 3.0 is not available on Special:ManageWiki/settings#mw-section-edit, task T7673 was filed on Phabricator.

A minimal policy may be necessary, but the bureaucracy of GWiki was one of the reasons people left (for example, there was one time when the page "Minecraft’s_Poincare_recurrence_number" was moved to "Minecraft's_Poincare_recurrence_number", with the only difference being the straight apostrophe.
